Spraying stops when they are neutered. Regardless, your cat should be neutered. If you can't afford it, there are organizations who can assist. It is very important. Especially if your cat goes outside - population control.

Kneading and the back paw thing with a meow is normal (even with neutered cats). It's a happy activity even if he meows at you when you move him.

Sometimes cats do a butt/tail shaking thing when they are happy to see you, which sounds like the case with your kitty. I wonder if he is just leaking a little urine when he does that. Well, I thought he was spraying because it doesn't have an odor like cat urine does.

Neuter him. He'll be a much more content cat and the spraying should stop. There's no reason to not neuter him given what you've said. Do you care to share the reason as to why you've not had him neutered? Imagine a full grown man who has the sexual urge but cannot satisfy it. Your cat must be incredibly frustrated.
