Forgot to plant garlic last fall

Who am I kidding. I was too lazy by the end of the season.

I thought I harvested everything last year but it turns out I left a row last fall. Now that the snow has melted I have clusters of garlic shoots. I dug one up and all the cloves have sprouted. Do you think I can plant these in rows now? My ground is pretty thawed in that area. This is probably one of the first days I can turn the soil. Do you think I can transplant them? The ground is very moist so no risk of it drying out or anything as half the garden is still frozen. Thanks for answers.
