i would remove the chair rail and paint the walls all one color. what about turnting the table the other way, moving the small table between the windows, moving the hutch to the door way wall. this is a formal room so a chandelier with some crystal would be pretty, some full length curtains on the window would be nice.

You can keep the railing and paint both top and bottom the same color. Do you have any idea what color you want to use? I can see that the living are thru the door is green. What accent colors are you using in that room?

I might suggest a warm beige. It would look really nice with the dark wood furniture. A new chandelier with a warmer gold metal. That one is really brassy looking. And crystals. You could then add rug with beige brown and an accent color if you wanted. Some red gold or sage.

I suggest a clean slate by removing the chair rail and painting the walls and all of the wood work, except the floor and door molding, white. Drapes to the floor mounted just a bit below the ceiling, larger art work, with simple narrow frames, preferably canvases. Then a much more transitional chandelier.

Thank you for all of the suggestions. I am looking for a new rug, then will pick a wall color from there. A new chandelier and floor to (almost) ceiling curtains are coming too! I love all of the suggestions, now I just need to find it all!
