I have been raking my yard for the past couple of weeks and cleaning out the veggie garden In between the snow and rain storms, hahaha! So raking the yard is fine. April/early May are transitional months for us in So. Maine. We still may get snow or cold weather in these months. For any planting I would wait until May when the ground is not so cold and is workable. If you have seeds by all means start them indoors. I was going to unwrap my bushes and a small tree we planted last Fall. Seeing as how we are supposed to get another cold patch. I'll wait til the end of the week to do that now.
