IDK this grass' name, but it pulls up easily. If you pull them before they drop seeds, that should break the cycle. Someone should recognize it. Adding your location (state/zone) should help eliminate impossible suggestions.

From the way the base of the leaf wraps around the stem, I would guess that this is a fescue of some kind. If you really need to know, let one plant go to seed and get us a picture of the whole plant before you pull it up. Or bring it to the local garden center, somebody ought to know. But for control purposes that's probably immaterial.

Without seeing the seed head, this looks like it could be quackgrass (Elytrigia repens), a common perennial lawn weed.Unfortunately, it is a difficult weed to control. Hard to remove manually, as it has a rhizomatous root system and there are no target-specific herbicides available, only non-specific types like glyphosate (RoundUp), which will damage the turf grass as well.

If more than just this isolated clump, masking its presence may be the way to go. This is done by encouraging the growth of the lawn with a high N fertilizer on a routine basis and mowing more frequently (yeah, just what we all want to do!!).
The idea is that the quackgrass only has a competitive advantage
when the desirable grass sits idly by. By increasing the vigor of your
lawn you will choke the quackgrass, make it darker green and, for the
most part, make it disappear. This method could be accomplished by
fertilizing your lawn with 0.25 to 0.5 lbs. N\1000 sq. ft. every two
weeks during the growing season. If this ends up being one of those dry
summers, you would definitely want to suspend this program because
unless you’re irrigating, the turf will not be able to use the nitrogen.
If you follow this program, you will notice that the quackgrass patches
are much smaller next spring.
