Now, I am no expert, but I would say that is dead. Even if it isn't dead, it would take so long to recover, that I feel it wouldn't be worth it in the end.

It ain't dead. A couple years ago I had to trunk cut my trachy (80-90% of the 10 inch trunk) after a poor decision to drape Christmas lights over it under a flannel shirt. I cut it down until I saw white tissue and kept it dry. After 2 weeks (during a cool spring) it started to grow and by the end of summer it had about 6 fronds and even started to form a trunk. Here is a pic of the surgery and a pic of it as of last week. Can you tell where the cut was made? Good luck.
