Your choice but I sure wouldn't, not at 45 degrees. Young, just germinated seedlings don't care for temps below 55 at all and peppers like it even less. Older tomato plants, those with a couple of sets of true leaves will tolerate some lower temps although even then 50 degrees is the common recommendation. But peppers are easily stunted when exposed to cool temps which is why they are normally planted out a couple of weeks after tomato plants.

Peppers will take twice as long to germinate as tomatoes. What is the advantage to you in growing the seedlings outside? You don't have lights? If they grow at all, they will grow vastly more slowly in the outdoor temperatures you quote than in normal indoor temperatures. As long as the plants are small and fragile, it's much easier growing them indoors. The trouble is that they get big. That's why they eventually need to go outside.
