Can Thick Woodchip Layer Kill Dormant Bulbs?

Just some questions about bulbs. Use daffodils are typical example.

1. If dormant bulbs are covered with, say 3' to 4' layer of mulch, either fresh or old. Will the mulch layer kill the bulbs? Or the bulbs can still it without any hard?

2. If the mulch layer is not removed, say next spring, will the bulbs stay dormant for the season, and come up again the year later?

I have a tree company dump some woodchips. The place where they dump may have some bulbs. I dug most of them. Some may be still there. Just wonder.
