Portulaca grandiflora, aka moss rose, is considered a hardy annual. 'Hardy' meaning it tolerates a lot of abuse, rough growing conditions and even light freezing temperatures. It can reseed rather easily, so will often give the appearance of returning each year but they are really new plants from the previous season's seed.
