Painting a staircase

I am working on a beautiful curved staircase. We have redone the railing and added box newells which I love. Next I have to sand and paint the existing oak. I want to paint everything white except the railing and the stair noses. Good idea? We will be installing new carpet, a smokey quartz color. My question is....what are the appropriate steps to paint the oak white? Sand varnish off or just rough the surface up? What type of paint? Latex? Satin finish? I want to do it right the first time! What do you think? Open for suggestions!
