This isn't a safety hazard. It's called "overlap nosing". It is a form of nosing that can be found through out the flooring industry. In fact that little bit of lip at the edge of the stair should help (a tiny bit) your toes get a bit of a grip on the stairs.

This can feel awkward if the depth of the tread is quite shallow which makes half of your foot over hang the edge...and therefore you feel the overlap in the middle of your foot.

It is acceptable (as per installation requirements for most stairs) but not everyone likes them. If your contractor sands them down to level, you will probably loose the finish and the colour. At that point you might as well have a nose made and stained in a different finish.

This is a personal choice which will have a personal cost (if you choose to switch them out you will need to pay for it).
