It is fused blossom - multiple blooms fused together (aka megabloom) and somewhat common on certain varieties in the inconsistent weather of spring. If they pollinate they produce an ugly fused and deformed fruit - see the discussions of 'ugly tomato contest'. For that reason and to reduce stress on the plant many of us snip them off. But some like to let them grow to see how ugly the fruit can be, Your choice.
