Pole Beans stunted; flowering already

Hello Fellow gardeners,

We had a miserable spring up in NJ this year - cold, wet, dark. It's finally warm (okay, hot - 90*F!), and some of my plants are finally picking up. However, my pole beans - which I planted almost a month ago in the cooler temps - are not picking up. The lower leaves are brown (with a few new growth), no vine growth yet, and oddly enough - it started flowering already! In previous several years, they would've climbed by now and been flushed with foliage.

Any advice on what I should do to make it grow faster?
