Tomatoes Failure to Launch

I have 18 tomato plants of various types. I planted them 3 weeks ago (Zone 7A, Northern Virginia). I used compost and organic fertilizer, and they all get a decent amount of direct sun and lots of dappled sunlight. Two of the 18 plants are still really tiny, while the others are going gangbusters. The two that aren't growing are duplicates of other types that are doing well - a Sungold and a Cherokee Purple. Any idea what's going on?
