It maybe due some inherent inferiority in the seeds. Also, the soil where plants are n can make difference.. I have plants in several raised beds . The growth rate and vigor vary in them, to some extent.

Anther issue with yours is the use of organic fertilizer that might take a while until it becomes available to plants. For that to happen, there has to be microherds.

If those slow moving plant have light green color, then they are not getting enough nutrients.

There is one corner of my garden that is still behind as far as having more clay, less drainage, and the plants are always less vigor there. You could be seeing the same thing.
