Main control board faulty?

I just purchased a home and when I turn on the AC, the blower kicks on, but the outside unit does not, neither the fan or the compressor. My troubleshooting process began out there. Capacitor is ok, Contactor is ok, but not getting 24 volts to activate it. Go inside, test voltage at transformer. no 24 volts on the low side, nor 110v on the high side coming from the board. went upstairs to thermostat, tested voltage between red and yellow connections, I have 24volts there telling me wires are not damaged. go back down to control board, place jumper wire between red and yellow... at this point, the blower comes on, but not the outside unit... same as before. Can I assume I have a faulty board? is there a way to test it?
