Looks like a bad infestation of aphids. Literally hundreds of discussions on the forums about how to treat for aphids that the search will pull up for you. In most cases you can just wash them off with a hose. Just type 'aphid control' in the search bar on the Vegetable Gardening forum.

Yes.

Does lime help prevent or kill Aphids?

Lime? Not really. I suppose it might kill a few simply by coating their bodies and suffocating them. But it isn't any sort of commonly recommended treatment for them.

You can't really "prevent" aphids. They are everywhere and are attracted to any green plants. In small numbers they don't really hurt anything. All you can do is control their numbers. Like I said they can just be washed off with a hose or a spray bottle. Water alone kills them. Some will add a tablespoon of liquid dish soap to a gallon of water and spray with that but it can damage plants if not used correctly.
