They're really, really old, so hard to find out anything. A pic would be more helpful. Hard to guess without more info. My guess would be, they have the wrong size foot. Maybe it needs a high shank and they're using a low shank.

Is this a new (to them) machine and they put a foot on it they had laying around or did it work fine one day and the next the arm wouldn't lower?
