well, there is chalk paint, but i question the antique bit? are you going by the 100 year rule? because mcm is hot right now and it is not antique. I would dble check before i decided how worthless it is.

I haven't seen the rest of your decor but how about painting it a pale turquoise or white? You could set it up as a little bar? It would also make a great plant stand for a large black urn planted with a fern or some other draping plant. Another possibility might be sawing it in half to create a crescent shaped table, attaching it to the wall near your entry way to collect keys, phones, etc. Or...you could lower it by detaching the base and cutting it down then using it as a side table or a small coffee table (inside or outside.) Also might think of covering it to the floor with a large circular table cloth and using it as a night stand. Or...paint a checker/chess board on the top and use it as a game table. Just a few ideas. I would not mess with that cute little drum table.
My mom had one very similar. Probably bought in the 60 s.
Could mount a mirror over it in a foyer.
Could be used as a side table between two armchairs, or a nightstand.
I like the dark finish, it may add some contrast and interest to your decor. Do you have photos of your home?

I would wait until you move...you may find a spot you never thought of and that may also change your thoughts around cutting it down and what color to paint it. I think the proportions will be off if made shorter...top will be too large for the base.
