Help identify this really low quality paint

I don't think I need to post a picture.

One of the rooms in my house has quite possibly the worlds worst paint on the walls. But I'm not quite sure what exactly it is, or why it was used.

The sheen is dead ultra flat. Flatter than typical ceiling paint. And less durable than ceiling paint.

The surface is extremely rough and porous. It was applied very thick.

The paint is water soluble.

It turns purplish/pink when wet

If power sanded, it smells like chalk

If wet, it can be scraped off with fingernails. The ratio of binder to chalk (or talc) is minimal. And essentially your fingers are covered in wet chalk dust.

When wet, you can smell the paint resin.

What is this garbage?
