I was not aware that there was such a tool; thank you. I can usually find a way to grab most pads in my small pond. I attempt to pull the pad and stem together. It would be nice if a tool grabbed the stem too.

I don't know if you're looking for a ready-made one, but I have this extended pruner. I don't use it on water lilies, but I think it would work on them. It cuts the stem, and holds onto it so you can remove it with the cut. I use it on bushes/weeds that need cut and removed and it works well. It might work for you.
