metal frame?

are these pavers resting on a metal frame? does it allow access to the underside?
What is the "depth" of the frame (if size specific our space is 22x10)

    The terrace you see is supported by a structural steel frame. There is some room underneath to crawl around, but not much. To access the roof the pavers are lifted up and set aside. Then the roof membrane is visible. The weight of the stone pavers holds them in place.
