Two options come to mind. You should be able to find retaining wall or paver edging stones that are 8" high, these could be stacked in two rises. 8" rise is comfortable. You could also purchase bluestone slabs 8" thick from a stone yard, base stone could be 24" deep and second 12" deep. Best of luck

Do you have any examples of how this could be done? I have tried to find various examples and it seems to be difficult to find anything other than wooden deck steps which is something we do not necessarily want. I have seen the slabs of stone but in order to avoid a large step off we would need to go 3 steps deep, or 6 total stones for roughly $450

Why not pour them? Sturdy, easy to clean, not hard to build the forms and tie the rebar or pour...2 or 3 stair configurations are fairly easy.

I have considered pouring them or getting prepoured steps, the only downfall is that the patio is already in place so I was hoping to place the steps on today of the patio stones in place. That may change though
