A rep from the store that measured my French doors for plantation shutters told me the handles (similar to those in this picture) would have to be cut out, yet these shutters do not have the cut out handle area. Can this method be used on all or most French doors?

We have the same problem. From what I see from this pic is they have framed the shutters out to make it a little further away from the handle, making the actual shutters themselves smaller. I like it though. It would work for me

It depends on the depth of the wndow on the door. The windows on this door were deep enough for there to be room for the louvers to tilt.
