I'm not sure if this is the best place for this question, but I can't find another place it would fit.

We recently moved into our first home. We moved into a home towards the center of the city in an older neighborhood. We think we have a well in our backyard. There is a manhole cover covering something, and there is a spicket next to it. Nothing came out when we turned it on. However, many other neighbors have signs in their yards stating "well water." We would love to take advantage of the well and do whatever we can to get it operating again, but are not sure how to do it. Any suggestions?
