Pre-emergent is a bad idea right now if you wish to overseed. There's other herbicides which do not have pre-emergent, or you can use straight quinclorac. Most herbicides still have a waiting period before you can seed.

I have used starter fertilizer with great results. The grass benefits from the extra readily available phosphorus to aid in root development. Organic fertilizer will probably take 3-4 weeks before any nutrients are released to the plant, so it's the equivalent of applying nothing at seeding time.

I spread the starter immediately after spreading the seed.
