White spots on grapefruit plant

For at least a month or two my grapefruit plant has been developing these little white spots. Could anyone tell me what they are and how to treat it?

    Please don't put sevin on your tree; it is broad spectrum insecticide that will kill all your beneficials. If not chemical burn, your spots look like they may be fungal (notice the round shape); try spraying with neem oil or a mild fungicide, applied early in the morning or evening when the temperature is not too high.
