We don't have installation instructions available, but the item ships with a bracket that screws into the wall, with two protrusions that the toilet paper holder fits onto.

Can it just sit on the floor?

It can just sit on the floor, but it's made to hang on the wall.

The bracket and screws are fine, the plastic sleeve that you put into the wall before the screw goes in are too narrow and don't actually grip properly behind the drywall making the bracket droop and not support the weight of the unit. I would say that is a fail...and it made a mess of a perfectly fresh paint job that now I have to chop into the wall and put a wood reinforcement in and re drywall on before screwing the bracket back on. Annoying and should have been better designed/customer instructions should have been to brace the wall behind your drywall first to support this weight. That all being said, the cloud concrete part is awesome.
