Start with your budget for renovation, per year for the next five years. List your priorities. The person who owns the house may be happy to negotiate or may want final say. Collect some ideas in an ideabook. Will budget cover removing the panelling and painting whatever is under it? Or removing the carpet if the floors can be refinished professionally?

We have already pulled the carpet and the floor just need to be sanded and stained.We own the house and I have had my own idea book here for 5 years! Yes about the budget for the walls but first have to convince hubs that paneling does not equal"wood',lol! nothing behind the paneling so would like drywall if possible. A hallway leads off of the room with the wood floor so will have to try and find a matching wood I think. There is 3 layers of old linoleum under the carpet! Thank you for your input. I think once we have a plan it won't seem so overwhelming!

Paneling takes paint nicely if you use the right primer. If funds are tight, I wouldn't spend money removing it.

Believe it or not , this is the happiest time of your life, when you have lots of energy to DIY. Do things together and make memories. Take breaks to recharge, and then keep plugging on, you will get there! Take photos of the journey!

I would suggest that you check beneath the paneling to see if the house has adequate wiring, insulation, vapor barrier, and sheathing. If so and if the walls are straight, you might want to add dry wall on top of the paneling to save the trouble of removing it. If the insulation was blown in, you might have an avalanche, were you to remove the paneling.
