Problems with tomatoes

So I am having a problem getting my tomatoes started. Let me explain the situation.

I started 20 tomato seeds in 1 inch rockwool cubes (Used water at PH 6.0 to soak). They germinated great and looked healthy at first (As first true leaves were growing out). They are growing in temperature from 75 during the day and 68 at night, indoor using LED lights at about 1500 to 2000 FC at canopy. I then transplanted them into solo cups with holes in the bottom for drainage. I used a good potting mix with about 40% perlite added. I made sure not to over water them. One watering lasted a good week. After one week I gave them some hydroponic fertilizer at half strength that I use to grow hydroponic lettuce with (no problems with lettuce). As the second set of true leaves started to grow I began to see leaf curling. As time went by it got worse and many didn't look too good. I thought maybe a disease of some sort as the leaves started to drop as new ones came out and curled up. I decided to take the strongest looking tomatoes and planted them outside in my raised beds. It has been two weeks and a few days since. Outside they have recovered nicely and look well on their way to producing a good plant. I started a couple more tomatoes inside and am seeing the same results. I am baffled to be honest. Any advice??

Let me also mention that I am growing peppers in the exact same manner. They all look fantastic.
