I would like to over-seed a small area this week-end to fill in some bare spots.

I am using Johnathan Greene Ultra Black Beauty seed mix, it's a fescue and KBG blend.

I have been mowing the area at 3 1/2" all season. My question is; should I mow the area down to 2", remove all of the clipping and debris and scratch up the surface with a rake? Here are a couple of examples of the bare spots I'd like to repair,
