Painting banister and newel posts

Long story short I have Oak banisters stained Black and Oak newel posts and stair treads stained English Chestnut. How do I get the banisters a nice, rich, semi-gloss black - paint or stain? Oil or latex paint?
Thankfully there is no urethane on the banisters or newel posts.
