Logan, do you really think that this plant looks like the Blue Rug? If so, that helps explain some things.

Sparks, there are so many types of Juniperus that it can be difficult to identify from one or two images. I can tell you that it's not the Blue Rug suggested earlier.

My first thought was that it could be a Juniperus virginiana ' Grey Owl', a desirable cultivar best grown in full sun to keep it a bit more compact. I've used it to great effect in larger commercial landscapes, where they create a gorgeous gray/green sweep of graceful foliage.

It might even be one of the J. chinensis glauca cultivars.
