Really hard to say from these pics. There are many changes that could be made but how much are residents/owners willing to pay for these updates? From my experience you will get people that agree with needs but are up for an assessment.

I bet they barely voted to paint the thing. If it costs money, it won't happen. Buncha cheapskates rule it all is the norm.

As background, I'm in an HOA (84 townhomes) and spearheaded the paint job a few years ago. We selected a paint company and their color expert assisted with color selections and combinations. They photoshopped many schemes for us. We painted the front of one building in two of the coordinating color schemes and then tweaked to get the final result. Our community was 100% on board with what we selected. This kind of project does not go to vote though because the board has a fiduciary duty to maintain the property. Repainting the buildings is covered by reserves.

If I was in your position, I'd feel out other homeowners to see what they think. I'll bet there's at least one homeowner with the skill to photoshop trim and door colors to enhance the buildings. Pictures are worth a lot going forward. Even if funds don't allow a change right away, you will have planted the idea. For info purposes, reserve studies generally put stucco painting at about every 10 years, wood elements about 3 years and metal about 5 years. The best way to have real influence in an HOA is to get on the board.

In the case of an HOA, where money must be watched carefully, I'd go with 'if it ain't broke, don't fix it." So the tiles, though they may not be to your taste, are in fine condition. Why mess with it?

Pool furniture? If it is old and tired, suggest you find several alternatives first before suggesting a change.
