Could be a Shoestring Acacia, in which case if it is near any irrigated areas it will quickly grow into a tree and possibly displace that masonry fence or wall and dump seeds all over the place. Maintaining it as a shrub would require constant pruning.

I had 2 of these in the same area -- maybe 30 footers -- lost to a microburst about 2 years ago.

Now have about 6 multi-trunk trees sprouting up quickly

I sort of like them -- but, only as a shrub

A couple of them are already over 8 feet tall

Can I top off the trunks to stunt the vertical growth?

Definitely shoe string acacia, not a great tree-very, very messy! I would remove it now.
