pruning a neglected cherry tree

Hi fellow gardeners!

a community garden I am a member of has a neglected sweet cherry we would love to prune. It has been with us approx 5 years and to my knowledge has not been pruned in that time. It is certainly older than that and was struggling when we got it. It does fruit - Not much and mostly high up. I have read a few articles about pruning a sweet cherry but there is a lot of conflicting information. I believe it needs a major prune which is better done in dormancy according to some sites and last month according to others.

Here are a couple photos, taken today. We are in Queens, NYC. Zone 7b-ish.

Any advice is greatly appreciated!
