I agree with Diana. If the cabinets are getting "worn" in spots you can prep them and rejuvenate with stain. Remove the pot rack and replace with a LED fixture. Don't "touch" the brick, it's wonderful! (And this is coming from someone who dislikes brick.)

Can we see some photos with much more lighting?

IMO, from what these photos show, the dated factors are the yellow Formica counters, wallpaper, dark brick wall with lots of little decorations, corner angle sink and appliances. If the cabinet boxes are in good condition, you may be able to change the doors to a simple Shaker style. I would have a professional paint out all the brick: proper scrubbing, prepping and maybe sealing before painting. Remove the wallpaper. Change the flooring. Solid surface counters: Corian, Quartz, granite offer a range of prices. Replace the cooktop vent, the cooktop, the wall oven, the dishwasher if it is old. Paint ceiling, walls, and soffits. Replace all cabinet handles and knobs. That may take all your budget.

Based on what I am seeing and only assuming, it appears that this kitchen is either window-less or maybe in a basement...? If you want an over all "big bang for the buck", I would lighten every aspect color-wise and pay close attention to lighting. It appears that you have had some updates since the 80's (can lighting, under counter lighting, etc.), so it's nice to know those are in place. This is such a matter of personal taste, but for me, I would paint everything white (including cabinets and brick), replace the appliances to update (I am assuming they need to be replaced based simply on visual) and select a countertop based on function and price (again, this is such a personal thing!). The linoleum on the floor seems to lead into the room from where the photo was taken, so I'm assuming the flooring should be changed in the kitchen and this room also. So...depending on your priorities and budget, you can make your decisions. Paint goes a long way in sprucing things up and although many don't agree with painting brick, I am personally more concerned about how a space makes you feel. But in this space, I feel like it's all or nothing...you can't update the kitchen without tackling that linoleum floor and why update the aesthetics if your appliances are on their last legs?

Agree with Diana's advice.

If you were my client I would advise you to wait and save until this could be done completely there are many things that need attention if updating is your goal and IMO 25K will be a waste at this time

If it were me, I'd take down the wall paper and replace the countertops, sink, faucet, range top and refrigerator. I'd want a new floor, too.

Shop quartz and granite and find something light with some red in it to go with the brick. I think your kitchen could be stunning.
