Could be could be a sempervivum. As I understand it these survive cold winters outside but not sure if that would be true in your zone, but maybe. I can tell you that it's in a pot too big, potted too low and probably in soil which holds too much water. Why don't you post over on the cactus and succulent forum for more expert advice than mine? definitely NOT a sempervivum. It is an echeveria and not extremely cold hardy. Maybe cold hardy to Z9b. IT really depends on the species of the echeveria.
