What do y'all think these might be? They are always around this shell wind chime in the mornings, and some of the shells are plugged with mud.

Are they a type of solitary bee or a wasp? I don't know if mason bees used the shells for cocoons and now wasps are raiding them, or if these are their own little "homes." We are in South Texas if that helps :)
