It's a form of Salvia involucrata or S. puberula, perhaps a hybrid. Based on the shape of the involucre, I'm guessing S. puberula x karwinski. Where do you live, and how tall is the plant? A sense of scale would help.

Salvia86 - thanks for the feedback. We live in NorCal along the Sacramento River. The plant reaches 6-7 feet, rather spindly. Have never seen more than that primary flower as pictured. Here is another pic. It's mixed in with some Leucadendron that support it.

The height is a giveaway that it is a hybrid.
