Can this base be used without top provided?

I want to use just the base. Can the top sold with the base be removed? What type of assembly is required? What is the base made of?

The top and base are sold as one unit. The metal base is two pieces attached with the middle screw and finial. If you were to use this base with another top, you would need to be able to screw it into the base for stability.
