Laquer is a general term and does not always reflect the actual product being used. As noted above conversion varnishes and new waterborne lacquers are what is used in cabinet shops.

House painters will sell you cabinets painted with a general trim paint. Cabinet refinishers will spray a real cabinet finish that has minimal build and a more durable finish. Higher build trim paints will shrink, crack and be less durable.

Google Target cabinet paints. It is a commonly used cabinet finish. Don't paint those cabinets unless they are worn. Address all the other room issues such as backsplash, wall paint or flooring as they will look exactly as they do only with white cabinets. In other words update everything else first and see if you can live with the cabs as is. Also look at in home refinished cabinets not factory painted cabs before you make a decision.
