I suggest you ask the folks in the hydroponics forum. They will be much more knowledgeable on this.

When I grew tomato with the wrong fertilizer (too much nitrogen) it curls like that, with lots of greens and little flowering. For hydroponic, you need the proper fertilizer with the right NPK ratio, also correct Calcium and Magnesium amount as well. I use this 4-18-38 formula.

Also make sure you plant have good lighting, if it's thin and stretchy then it may not have enough. I don't know for sure with those pictures. Just a small light shining at one spot will not be need enough, tomato need lots of lights.

I've looked into an indoor growing system for tomatoes in winter. The proper lighting for full-size tomatoes inside and the reflective tent cost about $800. Hydroponics adds to that cost, but I do not know how much. I do not see any reflective material in your photos. I use camping mylar " survival blankets" to magnify plant lights when starting seedlings. Even coating the cardboard that I see in the photos with aluminium foil would help a little bit. But you probably need expensive plant lighting. The lights that they sell to grow herbs and lettuce indoors are not strong enough for tomatoes.
