The question is unclear. Are the rotting leaves falling on the area from surrounding plants or are leaves of the plants growing there rotting? What is the drainage like? Have you done a soil test to see if there is a problem with the soil? What are you trying to grow there? Is it appropriate to the spot as far as moisture and light levels? Photos? Where in zone 7 are you? (NM, WA, OK, and NC are quite different, but all have some zone 7.)

I used an area to dump leaves, potting mix, and Coco Coir into an area for a few years. I would like to garden in it. I am thinking of digging it up. I would like to grow dwarf Tomatoes or another plant in it.

I just saw lots of bees around my tree lots of them since yesterday, smone advise me to remove them with boiled water but nothing, I'm starting to worried I never saw them in my yard before nd one of my cousins said it is a sign of bad lucky something terreble could happen pls help I'm worried

Bees are not something to worry about. And they are definitely not a sign of bad luck. That's total nonsense.

If they are wasps rather than bees they can be a nuisance if they are in a frequented area but they too are largely beneficial and if they are not in an awkward place just leave them in peace.

BettaPonic, sorry, for some reason I didn't see your reply. Dig the rotting leaves and other organic matter into the soil and plant the tomatoes. The rotted organic material will improve soil texture and provide slow release nutrients for the plants.
