Ugly front stairs on a cape cod

I have a Cape Cod with some ugly old concrete front stairs with a railing that needs to be replaced. I also want to do a sidewalk from the stairs to the driveway. Should i cut the Elm tree down to assist with the sidewalk location and what is the best way to fix up the stairs and railings? Looking for assistance please!
