IT looks like you either have the wrong type of light, too much lights and too much of fert. Your tree is having too much growth, means no bloom.

I agree with Bob. Especially the light on the soil. What is the soil temp.? With the plant indoors, in a window and with grow lights on it in the winter months might be just to much. I think it needs to rest. I did notice in the top picture that the leaves I could see that weren't lit up by the grow light on the right side of the picture seemed yellowed and veined. That could be to much or little water and or nitrogen/ iron deficiency.

Well the light on the soil is just a regular light I was just trying to make sure the plant did not stay to damp to long after watering... the grow lights are Red and Blue spectrum grow lights you cant see them but yes they are on the right side, I do get flower growth and small clementines but they fall off afer a week or so... I do fert it every time i water but a very small amounts.. Thank you all so much for inputs..
