No I thought it was too but it seems to be some kind of exit exhaust for the oven. I cook in there once and it was pretty evident that I needed a hood.

You can not just put a hole in the outside wall of your condo. It is often the case that these buildings do not have vented range hoods because they would violate other building codes. An exhaust out your wall could transfer smoke into your neighbor's apartment via a window, or in the event of a fire, transfer the fire from one floor to another. A fan with any significant CFM can even mess with your neighbor's HVAC system and fresh air. These are just the tip of the iceburg of the Pandora's box you could be opening.

Check with the building's architect of record before pursuing this any further.

let's assume you won't be able to do a hood. Go to amazon and get a ozone generator ($50-$100). They have ones with timers. Before you go to work, set the ozone generator to run for 1/2 hour or so and you are done. They use ozone generators when people have house fires, totally rids the house of any fire smell. Should work great for cooking smells. You wouldn't have to run it every day either. Just occasionally.

I'm sure there is a reason they didn't install one.

Ok, well, you obviously need something to help vent the stove. How about a recirculating hood vent? They come in modern styles and they're ductless. Sure, it won't be as powerful as venting to the exterior but it'll help considerably.

As beneaththeeaves suggested, you could use an island mount range hood, which will be recirculated. The problem which I see, is related to the installation. Since you have a beam there,
your range hood has to be set either forward or backward. That means
that your range hood is not going to be centered above the stove, and whatever part of your stove is not covered it will not get exhausted.
