Cryptomerias are not the slightest bit drought tolerant. But as they often change color in cold weather to browns or purple, I'd wait until spring before doing any removal or pruning. A dead branch won't regenerate and will need to be removed but if only partial die off of foliage on that branch, then it could come back. The magnolia should come back.

FWIW, I live in a recurring summer drought area and it can sometimes be longer than just a single season before you see the adverse effect of a drought on some plants so be prepared to encounter more damage or possible die off in spring and summer, maybe even into the fall and next winter.
