Do I give up?

I have a 4ft x 40ft bed. It is between a 6ft fence and a driveway. The fence is on the north side of the bed and the drive is on the south. It is a great place for tomatoes and peppers., EXCEPT, it is full of nut grass. I have tried weeding (kinda works until June or July), weed cloth and mulch (nutgrass LOVED that), and ignoring it (that didn't work well). If I spray, I can't plant tomatoes. I have thought of just giving up and planting shrubs, then I could spray around. I have thought of concrete, but the tomatoes wouldn't like that and I am sure the nutgrass would love it! Joke!

Does anyone know of anything nutgrass won't poke through? I really don't have another good place for tomatoes, but I am tired of fighting it and the bed looking messy.
