Help with Lemon Pest ID

Hi All, I'm the proud caretaker of a two year old Eureka Lemon Tree. After a year of shaping and training, the tree is fruiting beautifully and the first ones from last winter are finally turning yellow. It flowers prolifically in the spring and summer, and bears plenty of fruit (see first three photos).

That said, the tree seems to be dealing with some sort of bug, which affects primarily the leaves. The leaves have either grayish squiggly trails, or they completely curl and shrivel up. Young growth is always bright and healthy though. Also, occasionally a lemon or two will have a dusty, whitish powder coating (see last three photos).

Any guess what's eating the leaves? I can't help but think it's stressing out the tree. Many thanks for any advice!
