How do you build a design like that?

I have a similar design like this but a little bigger. So I am not sure how to exactly build it? Any suggestions on how to start it off and how can I make sure it can handle the above weight?

We built the floor out so that it was completely self supported before building the chests of drawers underneath. They are not actually supporting the floor above

It was a bespoke piece and so would depend on your exact requirements. This cost in the region of £6-8k
